TweetNaCl is a compact, auditable reimplementation of the NaCl cryptographic
library by Daniel J. Bernstein, Bernard van Gastel, Wesley Janssen, Tanja Lange,
Peter Schwabe and Sjaak Smetsers. The authors have placed it in the public
domain ("TweetNaCl is in the public domain", https://tweetnacl.cr.yp.to/).

`randombytes()` is declared by tweetnacl.c and NOT provided here: the project
supplies it (win/update_seam.cpp, BCryptGenRandom). See VENDOR.md.
