Palettes are floating windows that belong to the document in front; each row of the Window menu shows or hides one, with a check mark while it is open. They follow the document window, also to another monitor, and they hide while another application is in front.

Window ▸ Workspace ▸ saves the current arrangement of palettes as a named workspace (New Workspace…) and switches between saved ones; Delete Workspace… and Reset Palette Locations are in the same submenu, and Window ▸ Reset Palettes… puts every palette back to its default place.
Windows, menus, dialogs and palettes follow the light or dark mode of Windows, and switch as soon as it changes. Edit ▸ Preferences… ▸ Interface ▸ Appearance can keep Flare always light or always dark instead. With a high-contrast theme of Windows the palettes use its colours and no transparency.
