Who can see a public web gallery?
Anyone who has or finds the link can view it. Public web galleries do not have an invited-only access setting. Use iCloud sharing when you need invitations and access permissions.

Does the viewer need an iCloud account?
No. Viewers open a public gallery in their browser without an app or account. Publishing from Lighthouse requires you to be signed in to iCloud and have an internet connection.
