Is this the same as publishing a web gallery?
No. Shared folders use iCloud and a compatible app for collaboration. An online photo gallery is a separate, public browser page that can be viewed without the app.

Does every participant receive my original RAW files?
Shared-folder browsing can use previews or proxy images. Receiving a folder does not mean every full-resolution original has been transferred. Arrange original-file delivery separately when the project needs it.
